<p>Congress has sent <a title="More articles about Barack Obama." href="http://topics.nytimes.com/top/reference/timestopics/people/o/barack_obama/index.html?inline=nyt-per" target="_blank">President Obama</a> a plan to give home buyers an extra three months to qualify for up t0 $8,000 in federal tax credits. Buyers who already have signed contracts will now have until Sept. 30 to complete their purchases. Under the current terms, buyers had until April 30 to get a signed sales contract and until June 30 to complete the sale. The House approved the measure on Tuesday. <p><a class="story_clink" href="http://austin.bizjournals.com/austin/related_content.html?topic=Samsung">Samsung</a> Austin Semiconductor LLP is making a fresh $3.6 billion investment in its newest Austin manufacturing plant, creating about 500 new jobs in the next year, the company announced Wednesday.</p>
<p>That takes the company out of a gray area that prompted some to wonder whether the computer chip giant would embarrassingly have to pay the city and state back public money because it couldn&rsquo;t deliver promised employee totals.</p>
<p>The news comes about one year after the company &mdash; one of the largest employers in Austin &mdash; cut about 550 jobs, reducing its headcount to 1,000, which is half of its workforce two years ago.</p>
<p>Samsung has two plants in Austin, known as Fab 1 and Fab 2. The new investment is the second phase of creating Fab 2, a 1.5-million-square-foot complex the company built in 2007 for $3.5 billion.</p>
<p>The newest infusion of capital will increase Samsung&rsquo;s total investment in Austin to more than $9 billion, according to the company.</p>
<p>Until recently, Samsung had been &ldquo;holding its breath&rdquo; about whether it would comply with the criteria for job creation it agreed to when local and state governments provided $230 million in 2005, Samsung spokesman Bill Cryer said.</p>
<p>&ldquo;We have let our breath out, and now we are huffing and puffing,&rdquo; Cryer said.</p>
<p>The expanded fabrication plant, one of the largest in the United States, is dedicated to front-end fabrication of advanced 45-nanometer logic-process technology and beyond. It will now produce advanced logic devices for the company&rsquo;s large system integration, or LSI, business.</p>
<p>In simple terms, that LSI technology provides the guts that make mobile phones and MP3 players function with circuit boards the size of a postage stamp.</p>
<p>The plant will continue to produce Flash memory chips at the Fab 2 plant, which it has been doing for several years, according to the company.</p>
<p>While Austin officials had nothing to do with Samsung&rsquo;s new $3.6 billion investment plans, Cryer applauded the community for working with the company to provide incentives in 2005.</p>
<p>The city of Austin kicked in $47.5 million in rebates and fee waivers, while the state offered $10.8 million and Manor Independent School District gave $112 million in tax breaks.</p>
<p>&ldquo;They can take some pride in the fact that their economic development efforts are bringing a large return on their investment,&rdquo; Cryer said. &ldquo;They should take some bows.&rdquo;</p>
<p>In the early part of the year, the Austin-based nonprofit watchdog group Texans for Public Justice released a report critical of the governor&rsquo;s Texas Enterprise Fund, which contributed to the 2005 Samsung incentive deal.</p>
<p>As part of the incentive deals with the state, the company promised to create 900 new jobs associated with its Fab 2 plant &mdash; it promised Austin 500 &mdash; and had reported more than 600 as of the end of January.</p>
<p>In a 2010 report, Texans for Public Justice categorized Samsung as &ldquo;troubled,&rdquo; meaning that it appeared to have met its goal based on available data, but will have trouble complying in the future.</p>
<p>&ldquo;When we come back around next time, we might be taking them out of &lsquo;troubled&rsquo; category. It sounds like very good news,&rdquo; Texans for Public Justice spokesman Andrew Wheat said.</p>
<p>Worldwide, the semiconductor slump &mdash; which hampered Samsung&rsquo;s production and bottom line &mdash; also appears to be recovering.</p>
<p>On June 1, the Semiconductor Industry Association reported April worldwide semiconductor sales of $23.6 billion, up 2.2 percent from March, when sales were $23.1 billion.</p>
<p>Sales for the first four months of 2010 were $92.6 billion compared with $60.1 billion for the same period in 2009, a 54.2 percent increase, according to the association.</p>

<p>One of the key attractions of FHA mortgage financing is going, going -- but not quite gone. Sellers and buyers who move fast can still make the most of it.</p>
<p>Sometime this summer, the Federal Housing Administration plans to slash maximum "seller concessions" from 6 percent of the home price to 3 percent. Seller concession rules allow buyers to look to the property seller to pay for some services and taxes connected with the transaction -- loan origination and local transfer fees, appraisals, inspections, closing and escrow costs, among others -- though not the down payment.</p>
<p>Say you're buying a $200,000 house. If you are using FHA financing under current rules, you can structure the contract so that the seller agrees to pay at settlement all closing costs and even the cost of some needed repairs, up to 6 percent of the price, or $12,000. On a $400,000 house, allowable concessions go to $24,000. That's huge, especially if you have to struggle to come up with a 3.5 percent down payment and you're not sure where you'll find the closing and repair money.</p>
<p>Contrast that with using Fannie Mae or Freddie Mac conventional financing, in which seller concessions generally are limited to 3 percent. For many buyers, the extra negotiating flexibility built into the FHA program makes the choice of programs a no-brainer.</p>
<p>When FHA officials announced the policy change this year, they said the long-standing 6 percent maximum "exposes the FHA to excess risk by creating incentives to inflate appraised value." That would occur when sellers agree to pay buyers' closing and other expenses but merely tack on those costs to the final sale price of the house. Rather than agreeing to a $200,000 price as in the example above with $12,000 worth of concessions, the final contract price of the house would be $212,000.</p>
<p>If an appraiser did not detect and report the price boost, FHA would be insuring a mortgage on a house worth less than the sale price. In fact, because the rules allowed a 6 percent seller concession and the down payment was 3.5 percent, FHA would be insuring an underwater loan from the start. To limit further possible losses, FHA decided to cut the concessions limit in half.</p>
<p>In its announcement, the agency said the change would occur in "early summer" after publication of a Federal Register notice and a public comment period. But Lemar C. Wooley, an FHA spokesman, confirmed May 19 that there has been no Federal Register announcement.</p>
<p>Since public comment periods frequently run for 60 days, followed by a review period, it appears that any start date for the concessions change has slipped to late summer at the earliest. Wooley said in an e-mail that "early summer may be stretching it, but I'm told that we do still expect it this summer."</p>
<p>Why does the timing matter? Whatever you might think of FHA's existing seller-concession rules, the fact remains: Concessions of 6 percent are still allowed and will be until FHA announces they're not. Buyers and sellers who have a legitimate need to build concessions into their contracts can still do so, but they need to know that the clock is ticking.</p>
<p>Smart real estate agents and mortgage loan officers are putting out the word: If a home sale deal needs the 6 percent FHA feature, get the contract put together as fast as possible. Abbie Higashi, national designated broker for ZipRealty of Emeryville, Calif., said that she fully understands and supports the FHA move but that until the change takes effect, agents should "do the deals now" if more than 3 percent concessions would help the sale go through.</p>
<p>Paul Skeens, president of Colonial Mortgage Group in Waldorf, said he is advising loan applicants to request a "good faith estimate" upfront that provides for the seller to pay 100 percent of closing costs and prepaid fees "so that in cases where the buyer doesn't have much more than the down payment, that's the only cash they'll need to close" on an FHA loan before the policy change.</p>
<p>Skeens said he would prefer that the FHA adopt a "sliding-scale" approach to concessions, with higher concessions allowed on lower-priced homes, and the lowest concessions allowed on high-priced properties.
